Francis “Frank” X. Taylor

Frank was the undersecretary for Intelligence and Analysis, Department of Homeland Security (DHS) from 2014 until his retirement from DHS in 2017. As the DHS counterterrorism coordinator, he worked to integrate counterterrorism operations and initiatives within DHS and with the U.S. National Security apparatus.

As vice president and chief security officer for the General Electric Company from 2005 to 2013, Frank developed policies and processes that ensured effective security for GE operations, facilities, and employees globally.

Among other senior positions Frank held during his distinguished career in government service, Frank served as the assistant secretary of state for diplomatic security, and director of the Office of Foreign Missions, with a rank of ambassador from 2002-2005. Frank was the U.S. Department of State ambassador-at-large and coordinator for counterterrorism from 2001 to 2002. In this role he was responsible for implementing U.S. counterterrorism policy overseas and coordinating the U.S. government response in the aftermath of the 9/11 attacks.

During his 31 years of military service, Frank served with distinction in numerous command and staff positions, rising to the rank of brigadier general in September 1996. In his final active duty assignment, Frank served as the commander, Air Force Office of Special Investigations, Andrews Air Force Base.

Frank holds a bachelor’s and master’s degree in government and international studies from the University of Notre Dame. He is a distinguished graduate of the Notre Dame Air Force ROTC program.
